Nabat can be found in the Traitor's Gate Tavern. He comes across as soft-spoken and kind. He will give you the Defend the Dump Caretaker quest. Upon completion, talk to him and he will give you the third piece of the Key to find the deva. Nabat can train TNO as a thief if desired.
